The short answer

The blocks are regular and generous by modern standards with clear side access, which makes cable runs and outdoor equipment placement straightforward. The switchboards are the opposite. Corio is the suburb in the region where an upgrade is most often the thing that has to happen before anything else can be connected.
Original Commission boards, sixty years on
Housing Commission stock from the late 1950s and 60s routinely still has its original board behind the door. Ceramic rewireable fuses, no RCD protection, a meter panel on timber backing that has outlived its purpose, and circuits that have been extended over decades by whoever was available.
Bringing that to current standard is the first job on almost any Corio quote. That combination is harder on enclosures, isolators, condenser fins and fixings than either would be alone, and standard grade hardware does not last as long as it would inland.
So everything mounted outside is specified for the exposure. Sealed entries, corrosion resistant fixings, proper gland selection and lids that still open in five years. It adds a modest amount at installation and it is the difference between equipment reaching its design life and being replaced early under a guarantee.
Combined exposure
Salt and industrial atmosphere together attack fixings faster than the bay alone would.
Isolators
Rooftop and outdoor isolators are the first thing to fail here, so they get specified rather than defaulted.
Enclosure seals
A perished seal lets moisture into an enclosure that then corrodes from the inside, which is the failure we see most.
Wide unshaded roofs, which is the good news
Commission roofs are concrete tile and corrugated steel hips at 20 to 25 degrees on single storey homes, with wide unbroken planes and very little mature canopy to shade them. For solar that is close to the easiest starting point in the region, and the generous blocks mean equipment placement is not a fight.
A 6.6kW system is typically $4,500 to $8,500 before STCs and roughly $3,000 to $6,000 after. In Corio the practical question is whether the board can carry the connection, which is why the board and the solar tend to get quoted together rather than one discovering the other.

Yes, and it is the cheaper way to do it in Corio housing. If the board is already open for an upgrade, adding RCD protection to every final subcircuit is part of that work rather than a separate charge. Interconnected mains powered smoke alarms are best done at the same time, because the cabling and the board work overlap and you pay one visit instead of two.
